The Southeast Asia Resilience workshop held in Timor-Leste and organized by the Center for Excellence in Disaster Management & Humanitarian Assistance, brought together exceptional disaster management practitioners from across sectors to collaborate on the next generation of regional resilience-building initiatives.
PDC was proud to be invited to present at this multi-day event, highlighting the latest applications and innovations of science and technology, as well as our initiatives supporting partners throughout the region. PRESIDENT OF THE CIVIL PROTECTION AUTHORITY CLOSES RESILIENCE WORKSHOP AT PALM SPRINGS HALL, FATUHADA
Dili, 29 May 2026�
The President of the Civil Protection Authority (APC), Jesuinho dos Reis de Matos Carvalho, officially closed the Resilience Workshop, which was conducted over three days at the Palm Springs Hall in Fatuhada, Dili. During the closing ceremony, President Carvalho stated, “I would like to express my deep appreciation to all of you for your presence on the final day of this resilience workshop, organized by the Center for Excellence in Disaster Management and Humanitarian Assistance.”
He also extended special recognition to the Center for Excellence for organizing the workshop and, in particular, for publishing the Disaster Management Reference Handbook – Timor-Leste, noting: “We are deeply honored by this initiative. This work represents a highly valuable contribution to Timor-Leste.”
President Carvalho emphasized that, as a nation vulnerable to natural disasters, climate change, and humanitarian challenges, investments in knowledge, preparedness, and institutional coordination are essential to saving lives and strengthening the country's response capacity.
He highlighted the importance of making the handbook available in Tetum, saying, “This decision demonstrates respect for our national identity and ensures that technical knowledge and practical guidance are accessible to Timorese institutions, professionals, students, and communities. Access to information in our own language strengthens inclusion, learning, and local capacity for action.”
He praised the work of the Center for Excellence in Timor-Leste, noting that its mission to strengthen humanitarian crisis and emergency response capabilities across the Indo-Pacific directly contributes to a more prepared and resilient Timor-Leste. President Carvalho officially declared the workshop closed, stating, “With great pride and hope, we officially conclude this resilience workshop. I thank all participants whose dedication and commitment have helped strengthen resilience in both professional and daily life. Resilience is not only about facing challenges, but about rising again with strength and confidence.”
He expressed appreciation to all organizers, facilitators, and participants for their contributions to the success of the workshop and expressed hope that the knowledge and experience gained would be applied within institutions and communities to build a stronger, more united, and better-prepared society.
During the same event, President Carvalho officially launched the Disaster Management Reference Handbook – Timor-Leste, describing it as an important reference resource for increasing knowledge and preparedness in disaster management. He noted, “This handbook will serve as a useful guide for institutions, students, and communities to better understand disaster mitigation and response.” He also thanked the partners and teams who contributed to the handbook’s preparation and publication, emphasizing that cooperation and education are critical to strengthening community resilience in the future.

A magnitude 6.0 earthquake struck the Big Island of Hawaii on Friday night at 9:46 p.m. HST, approximately 8 miles south of Honaunau-Napoopoo, Hawaii, along the western flank of Mauna Loa.
NO TSUNAMI THREAT
According to PDC’s latest automated Event Brief report, available through DisasterAWARE (pdc.org/DisasterAWARE), an estimated 49,300 people were exposed to moderate to very strong shaking. These automated products and alerts were issued through DisasterAWARE and the Disaster Alert mobile app when the event occurred and will continue to be updated as new information becomes available.

NOAA forecasters are sounding the alarm: super El Niño is coming, and it could mean record impacts
during this year’s hurricane season—especially across the Eastern and Central Pacific basins.
Disaster managers should plan now to face compressed hurricane response timelines and compound, cascading events like flooding, landslides, and other secondary impacts. Systems not equipped to deal with simultaneous events have a high potential to become overwhelmed.

MeteoAlarm data is now fully automated and integrated into DisasterAWARE (pdc.org/DisasterAWARE), providing enhanced hazard monitoring and expanded coverage for avalanches, extreme temperatures, floods, drought, severe weather, high winds, high surf, landslides, winter storms, marine hazards, wildfires, and more.
PDC Smart Alert early warnings are issued for each hazard, including advanced analytics on exposure, impacts, and potential humanitarian needs, as shown in the attached screenshots.

Catastrophes like the Lahaina wildfire in Hawai‘i, the California Palisades fire, and Canada’s wildfire disaster of 2023, illustrate the need for a fundamental shift in preparedness and planning that leverages advanced technologies for early awareness about wildfires and wildfire weather. Understanding and anticipating wildfires is no longer optional; it is foundational to effective preparedness, response, and resilience.
To address this growing challenge, PDC has released several new advanced technologies that leverage advanced modeling and artificial intelligence (AI) to enhance global wildfire detection, wildfire weather monitoring, and risk assessment through its early warning and risk intelligence platform, DisasterAWARE.
“Through our partnership with NASA, we are now continuously receiving remotely sensed satellite data from around the world and integrating it into DisasterAWARE to gain a clear picture of where fires are burning and how they’re spreading. We analyze this information to determine the level of threat, track the fire’s progression, and augment information with artificial intelligence to issue alerts and analytics in near real-time,” said PDC’s Director of Applied Science Dr. Joseph Green.
“This is especially powerful during peak fire weather when multiple simultaneous ignitions and rapid wind shifts can overwhelm manual monitoring or become dangerous for flyovers. It also fills critical knowledge and monitoring gaps that exist in remote geographies or areas with lower capacity for observation and early warning.”

Sending a big mahalo (thank you!) to our Hawaiʻi partners as we conclude another successful Makani Pāhili statewide hurricane exercise. We commend the State, counties, and partners for their continued dedication to keeping Hawaiʻi safe as we work together to prepare for what is anticipated to be an active hurricane season.
While last week concentrated on exercising pre-impact planning and operations, this week focused on post-landfall response and early recovery activities, with PDC supporting HI-EMA and partners on site. DisasterAWARE (pdc.org/DisasterAWARE), along with critical Hawaiʻi-specific data (e.g. hazard zones, infrastructure) and advanced analytics, was leveraged to monitor the simulated hurricane’s progression and impacts in support of unified situational awareness, coordinated response, and informed, data-driven decision-making.
PDC has a long history of supporting Hawaiʻi’s Makani Pāhili exercises, which bring together state and county emergency management, partner agencies, NGOs, Hawaiʻi’s National Guard, and other key stakeholders to strengthen island-wide readiness ahead of hurricane season.

Aloha Hawaiʻi friends and partners! The PDC team is proud to support Makani Pāhili 2026. This annual statewide exercise brings together state and county emergency management, partner agencies, NGOs, Hawaiʻi’s National Guard, and other key stakeholders to strengthen island-wide readiness ahead of hurricane season.
This week marks the pre-landfall activation phase, leveraging PDC’s DisasterAWARE, Hawaiʻi-specific data, and advanced analytic products to support unified situational awareness and coordination, and to help leaders assess potential impacts and make timely, data-driven decisions. Next week will focus on the post-landfall phase of the exercise.
Leading up to the start of Makani Pāhili 2026, our team worked closely with our long-standing partners at the Hawaiʻi Emergency Management Agency (HI-EMA) to deliver DisasterAWARE training for state, county, and partner agencies, and to support exercise planning.

Proud to support Exercise SYNERGY 2026 this week—the flagship simulation led by our long-standing partners at the Caribbean Disaster Emergency Management Agency (CDEMA) and designed to strengthen coordination among partners across the region. Mahalo (thank you)!
This year’s exercise focused on a sudden impact earthquake and tsunami scenario, testing the agility, readiness, and interoperability of regional and international stakeholders under time constrained conditions.
Our team contributed data driven products and advanced analytics to support the scenario, as highlighted in this post through simulated shaking intensity, tsunami travel times, and potential exposure and needs. These inputs helped enhance realism and inform decision making throughout the exercise. PDC also participated as a member of the Coordination–Information Management and Civil Military Thematic Working Groups, reinforcing information sharing frameworks and civil military integration across the response architecture.

As part of the “Building Capacity for Early Warning” project sponsored by our partners at Twilio.org, we were excited to be in Cali, Colombia this week to kick off DisasterAWARE training and the institutionalization of its use within standard operating procedures.
A big mahalo (thank you) to the Sistema de Gestión de Riesgos de Emergencias y Desastres (SGRED) for their commitment to the project and continued support!
DisasterAWARE (pdc.org/DisasterAWARE) training was provided to partner agencies to build operational capacity and strengthen early warning procedures. PDC also conducted a “Training of Trainers” for fifteen personnel, who will be able to deliver future DisasterAWARE trainings in the region as certified trainers.
The Enhanced Early Warning project, conducted in collaboration with Twilio.org and the City of Cali, focuses on developing new communication mechanisms within DisasterAWARE and supporting local institutions in operationalizing the system as a real-time decision-support and alerting tool. It also expands landslide risk analysis tools and capabilities for early warning within DisasterAWARE to mitigate risk for landslide-prone areas in Cali and surrounding communities. By combining technology innovation and risk analysis with capacity building and collaboration, this initiative aims to close critical information gaps that often place at-risk populations at greater danger during emergencies.
