With more than half the world’s nations still lacking adequate early warning and risk monitoring systems, PDC is working with international, regional, and national partners to help bridge these critical gaps. Bringing risk and early warning information to the foreground of decision-making, our programs are helping countries to reach the targets of the UN’s Sendai disaster prevention framework and Sustainable Development Goals (2015–2030). Four months after PhilAWARE was handed over to the Philippines Office of Civil Defense (OCD), the national early warning system was put to the test a second time—and passed.

On Dec. 15, 2021, Tropical Storm Rai strengthened into a Super Typhoon faster than any other storm system in recent memory, going from category 2 to category 5 on theSaffir-Simpson Hurricane Scale in a matter of hours. The storm made landfall on the southern islands of the Philippines with violent force, leading to the evacuation of more than 400,000 residents, injuring at least 500 people, and causing 375 deaths,

There are more than 655 million people living in Southeast Asia—one of the most disaster-prone regions of the world. Life within the region is becoming even more challenged by a notable increase in climate-driven disasters which include floods, landslides, wildfires, and super typhoons. Migration and displacement from these events further threaten peace, security, and safety for countries within Southeast Asia.

Flooding and landslides in Luwu in early October 2021 were followed by a M4.8 earthquake in Bali less than two weeks later. For the national government of Indonesia, responding to complex and concurrent disasters such as this is not an uncommon scenario.
