The system is expected to intensify slightly over the warm waters of the Gulf of Tonkin, however, persistent northeasterly 20-30 knot wind shear should limit intensification to 40 knots. The system is forecast to intensify gradually to a peak intensity of 45 knots by 36 hours, although pulling back in strength thereafter.
