The Joint Typhoon Warning Center reports that satellite images show a consolidating low level circulation center, with deep convective banding wrapping into the center.

Upper level analysis indicates the system is in an area of low wind shear, excellent poleward outflow, warm sea water temperatures.

TS 24W is forecast to continue tracking westward, remaining a broad circulation as it moves over Luzon. Upon entering the south China Sea afterwards, the storm will intensify and consolidate.

After 48 hours, the storm will continue tracking westward and make landfall in southern Hainan Island…which will lead to a slight weakening trend.

After 96 hours the system will make landfall again in northern Vietnam, and weaken rapidly as it moves inland.

Maximum sustained winds as of the JTWC Warning #2 were 35 knots with gusts of 45 knots

Eastern North Pacific

There are no current tropical cyclones

A broad area of low pressure centered about 700 miles south of the southern tip of the Baja California peninsula is producing disorganized showers and thunderstorms. Strong upper-level winds will likely limit development of this system for the next day or so, but some gradual development could occur thereafter while the system moves generally westward at 10 to 15 mph.

* Formation chance through 48 hours…low…10 percent
* Formation chance through 5 days…low…20 percent
