UPPER-LEVEL WINDS DO NOT APPEAR TO BE CONDUCIVE FOR SIGNIFICANT DEVELOPMENT…AND THIS SYSTEM HAS A LOW CHANCE…10 PERCENT…OF BECOMING A TROPICAL CYCLONE DURING THE NEXT 48 HOURS AS IT DRIFTS WEST-NORTHWESTWARD.
