ENVIRONMENTAL CONDITIONS APPEAR CONDUCIVE FOR GRADUAL DEVELOPMENT OF THIS DISTURBANCE OVER THE NEXT FEW DAYS AS IT MOVES SLOWLY WESTWARD.
