Cross-Cutting Capacity Development (3cd) Program
Fact Sheet

A long-term, inter-disciplinary program of the Earthquakes and Megacities Initiative (EMI) to engage participating cities in implementing sound practices for disaster risk management
A partnership to establish systematic mechanisms (i.e. processes, institutional and legal framework, and action plans) for mainstreaming disaster risk reduction in local governments and institutions

First and foremost, the program belongs to the cities participating in the Earthquakes and Megacities Initiative (EMI)'s Cluster Cities Project (CCP)
Within each city, a city representative and a local investigator are key to coordinating the 3cd Program with local stakeholders
Partnering institutions (Earthquake Disaster Mitigation Research Center, EdM-NIED in Kobe, Japan, Kobe University, and the Pacific Disaster Center in Hawaii, USA) provide program expertise and support
A working group and implementation team, with representatives from participating cities, the EMI Board, and partner institutions, oversee and manage the program

To use the knowledge and insights gained through the experience of the participating cities
To make the shift from response oriented policies to proactive risk management policies
To build internal capability to understand risk and communicate it to stakeholders
To make our communities and environment safer and more sustainable

Through a partnership with EMI, cities are expected to provide access to information and key stakeholders in the government and civil society
Cities are also expected to contribute the local costs of workshops and the time of participating city officials and staff to be involved in 3cd activities

A wealth of experience from other cities
Technical assistance and guidance in identifying, selecting, and implementing risk reduction strategies
Partnerships and friendships

The partnering institutions indicated above, the Hazard Management Unit of the World Bank, the United Nations Development Program (UNDP-BCPR/DRU), and the ProVention Consortium

3cd is designed to complement and enhance existing risk management programs in participating cities

3cd incorporates other kinds of disaster risk, in addition to earthquake risk, in an integrated and comprehensive approach

3cd is designed to assist participating cities to link and integrate disaster risk management with existing social, economic, and development goals, priorities, and programs
